Advisory
Groups / Panels
Arizona will create
a general Advisory Council which, in
addition to providing the Director
with guidance and support in a variety
of Department matters, will also advise
on the development of, and policy matters
relating to, the administration of
the LSTA Five-Year Plan and for evaluating
activities assisted under the LSTA.
Expenses will include costs of travel,
supplies, postage, and telecommunications
used by and for the Advisory Council
in fulfilling its responsibility. In
addition to the Advisory Council, the
State Library will participate and
help support various costs associated
with meetings of other statewide library
groups, such as those of the County
Librarians and of the Economic Development
Library Committee. As appropriate,
other advisory groups may be included
as the State Library develops partnerships
with the larger cultural resource network
in Arizona.
Dissemination of Information
Funds will be used to purchase supplies to continue printing and distributing
the State Library newsletter, Arizona Libraries Newsweek, a bi-weekly
document that has become an invaluable information dissemination instrument between
State Library and libraries throughout Arizona. Funds will also be used to publish
the annual editions of both the Arizona Library Directory and the Arizona
Public Library Statistics in quantity for distribution throughout the state,
and to help fund the telecommunications costs of the Arizona Library JobLine,
the job-listing service that is operated by the State Library. We will be creating
the first-ever museum directory and working towards the publication of a cultural
institution directory.
Travel
Funds will be used for the variety of expenses incurred by four members of the
agency staff in the performance of their duties, both in-state and out-of-state.
These staff include Department Director GladysAnn Wells, Deputy Director Mary
Johnson, LSCA / LSTA Coordinator Robin Cabot, and Library Extension Division
Director Bob Machinski. These staff attend COSLA (Chief Officers of State Library
Agencies), ALA (American Library Association), CNI (Center for Networked Information),
NAGARA (National Association of Government Archives and Records Administrators),
and ARMA (Association of Records Managers and Administrators) meetings each year
in addition to various other workshops, seminars, meetings and conferences; Machinski
and Cabot also conduct site monitoring for federally-funded projects throughout
the state.
Salaries
Federal funds are used to augment state funds in paying salary expenses for staff
who directly administer the LSCA / LSTA program; these people include the LSCA
/ LSTA Coordinator, the Administrative Services Officer (Fiscal Officer), and
a museum circuit-rider. This museum-library cross-trained staff member will work
under the direction of, and be part of the Library Extension Division (LED) team
responsible for the LSTA program. The LSTA monies will be used to pay for only
the LSTA half of this person's time for fieldwork with museum and other libraries.
This persons activities are targeted to Sec 231, 1 (D) - "Encouraging libraries
in different areas and encouraging different types of libraries, (especially
museum and non-traditional libraries in cultural centers,) to establish consortia
and share resources" Activities of this position, along with the existing LED
staff will also contribute to 1 (A), 1 (B), and 1 (C), plus our activities listed
on page 14 (Activities - New).
Risk Management (auto)
This refers to the automobile liability portion of the State Library's insurance
premiums. Since the automobiles are under the supervision of the Library Extension
Division and purchased with federal funds, it is appropriate that the State Library
pays that portion of its insurance premiums out of federal funds.
