State Grants In Aid
The state grants-in-aid program was developed in 1981 through legislative appropriations to help Arizona libraries meet the information needs for Arizona residents. In 2006, the Arizona Legislature awarded the State Library $651,400 for this program. The money is allocated as follows:
- County library districts and the eight cities with populations of 100,000 or more in Arizona receive annual awards. The grants are used to improve the library’s collection, provide education and training opportunities for staff, improve programming for children and adults, for computers and automation of library procedures.
- Tribal libraries in Arizona may apply for awards of $2,000 to $6,000.
- Public libraries meeting the criteria may apply for construction funds. Typically, between $75,000 to $115,000, is awarded to construction projects on a competitive basis.
SGIA requires that recipient libraries meet the following criteria:
- Be organized as a governmental unit or a non-profit organization;
- Participate as a lender and borrower in statewide interlibrary loan of circulating print materials, regardless of subject or genre, without charge to patrons or to other Arizona libraries. (Libraries may limit ILL requests to six per patron per month, and may limit requests to materials published more than one year ago. Libraries may pass on real and actual charges incurred from out-of-state libraries.);
- Provide library services free of charge to all residents within the library area;
- Be open to the public on a regular basis with regular, posted hours;
- Be in good standing with the State Library by submitting library statistics and all other reports in a complete, accurate and timely manner; and
- Adhere to any requirements specified in the Arizona Revised Statutes, including but not limited to ARS 9-411 through 9-420 (Cities & Towns/Public Libraries); ARS 11-901 through 11-914 (Counties/Public Libraries); and ARS 34-502 (Computer Access/Harmful to Minors).
