Biographical Information:

James E. Babbitt served in the Arizona State Legislature from 1933 until his death in 1944, first as a member of the House of Representatives and then as Senator for Coconino County. Active in water, power, and teacher retirement legislation, he served on the following Senate Committees: Agriculture and Irrigation; Banking and Insurance; Education; Finance and Revenue; Judiciary; Livestock; Public Defense; Public Health; Public Lands; and Suffrage and Elections. He also served as chairman of the Senate Appropriations Committee.

 
Scope and Content:
The collection consists of files from the office of Senator James Babbitt, covering the period from 1931 to 1941. The records deal primarily with his work as chairman of the Appropriations Committee, and the bulk of the folders include minutes, budget requests, documents on hearings, and statements of appropriation and disbursements for various state institutions, departments, and agencies. Also included are correspondence and audit reports and related materials. Records are organized into three series: appropriation committee, correspondence, and audits.
 
Series Descriptions:
 
Series 1

Appropriation Committee, 1937-1939, includes two small boxes arranged (not alphabetically) by state institution, department, and agency. The folders contain letters, minutes, budget requests, documents on hearings, and statements of appropriation and disbursements.

Series 2
Correspondence, 1931-1939, includes four folders. Most letters are in regard to appropriations and spending. Also included are some personal communications.
 
Series 3

Audits, 1933-1939, includes one folder containing audit reports and supporting documentation of cash receipts for various state institutions, departments, and agencies, with letters from Ana Frohmiller, State Auditor.
